Quality Control Inspection & State Letter

Construction: Inspections by a licensed designer, at various points in the construction of a septic system, are required by Vermont rules. Leak testing of new sewer lines, force mains, pump stations, septic tanks to verify water tight construction are also required as part of the inspection process, also witnessed by a licensed designer. Hogg Hill Design conducts all required inspections, and witnesses leak testing. Where the contractor is unable to apply the leak tests, Hogg Hill Design will conduct the leak tests during the construction process. Most excavating contractors do not provided leak testing.

Certification:  Upon successful completion of the construction, inspection, and testing, the system will be declared complete as required, in a letter written to the property Owner by Hogg Hill Design. This “certification” letter is then recorded in the town land records, as a State permit requirement. Failure to record the certification letter is a violation of the permit.
